They will each need their own form. You can send them together, but it will take much longer for the siblings as there is no derivative. The other options are for the mom to petition for her kids once she gets her greencard, or for your friend to petition for the siblings now, and once their application is current, petition the mom as there is no waiting period for parents.

Is your friend a USC yet ? He can't file until he is a USC.

he is USC so umm the kids cant come with their mom the oldest is i think 18 . m i right which way can they come together

there is no way. he must file for each of them separatly. or if his mom becomes a LPR, she can file for them separatly.

there is no way for them to come all together. maybe the siblings can come for a while as students with a student visa, but not with a visa and then get their GC.
