i have been trying to figure this out since the beginning.i can understadn the United States, because of 9/11, being kind of strict in its standards of letting people in to the USA. but why would china or england or bolivia or the phillipines care about whether their citizens come to the usa?or is it that each alien country has USA representatives in these countries?That the USA representatives in the various consulates are conducting the interviews?..ps.....i hope to one day be able to provide help to others on this site! with a successful story:-)

I can speak for England.

They do not care if their citizens visit the US. Or China.

They care because they want to ensure you legal rights abroad.

The Embassy's are US Embassies.. Most countries have diplomats in most countries of the world. Those diplomats work from the Embassies of their country located in countries around the world..

So when you interview for you Visa to the United States, you are interviewing at an American Embassy.

IMO, it has nothing to do with Terrorism, for the GUZ IV unit -

but has everything to do with FRAUD in China. Sure, there are more background checks because of 9/11 - see http://www.usaimmigrationattorney.com/SecurityNameChecksAndAdministrativeReview.html for the rundown of what's what.

GUZ IV Consular Post handles the 2nd most # of immigrant visas in the world - Mexico CJ is #1.

and

There are other processes in place at GUZ IV that aren't in place elsewhere (ok - Morocco CASA IV has em) that take extra time to vette yer lass for FRAUD. These other processes take time. It's not yer fault, it's not her fault - it's not the USA workers' fault - it's the CHINESE PPL's fault - as they'd do anything to get the F*&(* out of China. It's big business, snakeheads (brokers and traffickers) abound...

I cannot speak for China, but by far most countries DO NOT care if their citizens go to the United States to visit or live.

I could go into a history lesson here. It is actually quite interesting to read on the history of migration law in the United States and compare it with other countries around the world. I took a graduate seminar on immigration as part of my first master's degree and it was interesting to see the changes that have taken effect over the years. If you think that it is unfair or time-consuming now, at least Chinese are let in now and they are offered a path to citizenship! There was a time that they were not given a path to citizenship, at all.

I know it is hard to believe as we wait for our petitions to be approved that once upon a time things were worse or slower. Really, K1 visas used to take much longer than they do now, on average. Plus, this country has a fairer and easier immigration system than other countries around the world -where a person has to show a blood-line/relationship in order to qualify for citizenship, for instance.

So, just try to be patient and wait. At least you are a VJ member and the support system is here for you. It is nice to know that other people are in this and that other people have successfully made it -there is hope for us, too.

August 23, 2010 - I-129 F package sent via USPS priority mail with delivery confirmation.

August 30, 2010 - Per Department of Homeland Security (DHS) e-mail, petition received and routed to California Service Center for processing. Check cashed. I-797C Notice of Action by mail (NOA 1) - Received date 08/25/2010. Notice date 08/27/2010.

After 150 days of imposed anxious patience...

January 24, 2011 - Per USCIS website, petition approved and notice mailed.

January 31, 2011 - Approval receipt notice (NOA 2) received by mail. Called NVC, given Santo Domingo case number, and informed that petition was sent same day to consulate.

Called Visa Specialist at the Department of State every day for a case update. Informed of interview date on February, 16 2011. Informed that packet was mailed to fiance on February, 15 2011.

February 21, 2011 - Fiance has not yet received packet. Called 1-877-804-5402 (Visa Information Center of the United States Embassy) to request a duplicate packet in person pick-up at the US consulate in Santo Domingo. Packet can be picked-up by fiance on 02/28.

March 1, 2011 - Medical exam completed at Consultorios de Visa in Santo Domingo.

March 9, 2011 at 6 AM - Interview, approved!

March 18, 2011 - POE together. JFK and O'Hare airports. Legal wedding: May 16, 2011.
