I had my congressperson request an expedited EAD while we had an RFE out, and they said that it would not be processed until the case was resumed (meaning, when the RFE was sent back).

So, the answer is no, I think.

As stated, nope. Everything is on hold until you return that RFE.

How do i contact my congress person to expediate EAD?i am from chicago il

Go to your state government website, find the congressman for your district and you should be able to send an email to his/her office.

If your timeline is correct, there is no reason for you to do this right now. Contact USCIS if you do not have your EAD after 90 days (from when USCIS received it). If unable to resolve with USCIS, that would be the time to contact your congressman.

You can expedite it (before the 90 days is up) if you can show things like financial hardship, etc. You don't have to wait or to contact USCIS first.

You can ask USCIS to expedite it if you want for those reasons.

But the question was about getting your congress person involved. Are you suggesting you can get your congress person involved in expediting an EAD in less than 90 days? That would be news to me

You can do that without any problems - we did that, and had no problems. EAD arrived on Saturday. :)

So you didn't call USCIS to expedite? You just contacted your congress person and said you need to expedite the EAD?

I'm just surprised after everything I've read that your congress person would get involved so fast. I always thought they wouldn't get involved until you have gone through the normal USCIS channels and are outside of normal processing times.

Good to know I guess.

Yep. They didn't ask about contacting USCIS at all.
