You will likely need to include a waiver since your applying for one again so quickly. There are instructions on the I-129F sheets on if you are applying a second time, they may have instructions on the guides here too not sure tho.

Your interview took 67 days from your I-129F NOA1 date.

AOS was approved in 2 months and 8 days without interview.

ROC was approved in 3 months and 2 days without interview.

Based on the information provided you can file the I-129F right away and you do not need a waiver. The first I-129F was NOT approved (I am assuming it was not) so it is not included in the 2 year rule. However if you have filed TWO or more K-1 I-129F petitions at ANY time in the past (no 5 or 10 year limit) then you would need to add a waiver request to this I-129F petition you are about to file.

u can re-apply right away, but if u filed a k1 2 or more times before u need to include a simple letter why u had a withdrawal in the past...

What does it mean by "filed a K1" does that mean you would have had to receive the K1 visa for this rule to be applicable? Would an interviewer ask questions about your previous I-129F filed?

If a petition was approved by USCIS - that's what USCIS cares about.

Maybe. It won't look good if asked at the interview and the foreign fiance(e) knows nothing about it and reacts according to not knowing. Doesn't really leave a great impression if the interviewing officer concludes that the USC withheld that information on purpose and not being upfront with the fiance(e).

Both parts also have to list all children, prior marriages - one thing is for the USCIS to know, another is that is won't come back and slap either part in the face by not knowing about children prior to the current/future marriage.

I-129F approved in 180 days from NOA1 date. (195 days from filing to NOA2 in hand)

Interview took 224 days from I-129F NOA1 date. (241 days from filing petition until visa in hand)

From filing I-129F petition until POE: 285 days

Nobody files a K1. You file an I-129F petition for a spouse. If you are filing a second petition, ask for a waiver and explain what happened with the first petition.

Don't confuse visas and petitions and don't confuse petitions and visa applications. Doing so is the reason people get so confused.
