My fiancee got a visa approval the other day. I was browsing a ticket for her but it will say:

Korean Air:

According to Philippines law, tickets for flights from the Philippines cannot be purchased from any region other than the Philippines. In accordance with the law, such flight tickets are not available in Korean Air's homepage. If you wish to purchase a tickets for flight departing from the Philippines, please contact Korean Air office or service center in your region.

Orbitz, Kayak and Cheaptickets.com will say:

We're sorry, Orbitz does not support flights that originate from Cebu, Philippines (Message 1031).

We're sorry, Orbitz does not support flights that originate from Manila, Philippines (Message 1031).

Hmm check bookingbuddy.com I was able to find all kinds of flight from some of those sites through booking buddy. In most cases it is better to just give your fiancee the money and have her buy there anyway. I know my wife will be able to get another discount if she purchases the ticket herself there.

Talk to a travel agent too. Most of the time they can book flights that originate outside the country. the big thing about this is because of credit card fraud...in some cases if you purchase online like that, when the person travels at the airport they may have to show that credit card.

I used EVA airline with no problems (Manila to LAX). Better prices if you join their frequent flyer program (free). I know airlines hate this but I bought her a R/T ticket but only used the first part (to the USA). For some reason R/T are cheaper than 1 way. Go figure...... EVA.com

Just use a local carrier to get from Cebu to Manila (PAL or Spirit etc)

I used cheapoair.com and purchased my fiance ticket to minneapolis without any problems..just use the search engines because there are only a few sites that will have flights originating from manila..good luck, and shop around because the price vary alot right now.

I booked my wife's flight via Expedia.com, and emailed her eticket to her, and she too, printed it from her end. She had no problems and no questions about the booking when checking in.

Yep, I second the Expedia.com site. I use them all the time, never have any issues! Plus they are a few hundred cheaper than PAL's website for the exact same flight on PAL.

i asked about this when i was there, did you guys know she gets a discount from Philippines Airliness if her first time leaving,have her go to PAL, the one i when to is at the corner of Jorge Bocobo and United Nation Ave, by the dates if she can prove that she just got the fiancee visa she will get a nice, mean nice discount, she will need to pay for it there,so you may need to send her the flow, i ask about one to San Antonio Texas and it was like 700dlls usd, she just need to say about the immigrate discount.

I had no problem buying a one way ticket online from Delta. I emailed a copy of my credit card and DL to my fiance in case she was asked for it at the ticket counter.
