I know they are more concerned with the fact that you are currently making enough money, have a permanent job, and need a copy of the last income tax return.

No. But you have to be on good terms with the IRS, meaning you have to be on an agreed payment schedule and adhere to it.

I have not been living much in the U.S. the past several years. Thus have not made much effort to be on good terms with the IRS.

I currently owe a backtax of $5000. Are you certain that a repayment plan is needed to get my affidavit of support through or is this just a precautionary measure to get things paid up.

I do have every intention to repay once I'm back living in the US regularly. It's difficult to adhere to a schedule when I'm living oversea most of the year.

I recently renewed my passport without a problem, thus it doesn't appear the IRS is placing any block on me. Am I mistaken?

Whatever you do, if you need tax transcripts and you owe money to IRS DO NOT go to the local office to get them there.

I just witnessed a couple who came just for transcripts thinking they will be in and out in 20 minutes. It took over an hour for them to get out with unhappy looks on their faces. The IRS folks made them sit down and go through all the problem returns and sign up for payment plans before they let them go.

On the other hand, the 4 of us who were also waiting for transcripts but owe no money to IRS were in and out in 5 minutes.

No lien yet which is why I had no problem renewing my passport. Although I was told it's in collection. Please advise.

Yes, the person above is correct when I called for transcripts. I was on the phone for one hour to answer questions why no attempt has been made to pay. They did in fact faxed the transcripts to me.
