I am currently on AOS - approved awaiting receipt of the GC. Wanted to find out when would be the best time to formally / legally change my name?

Do I need to wait til after citizenship? Or is it ok to do it once the GC is in hand?

Dec 9 2007 Arrived in Manila
Dec 15 2007 Returned home, very sad day
Dec 21 2007 Sent Form I-129F to CSC
Dec 24 2007 Packet received at CSC

The best time to do it has passed. You should have applied for AOS with the new name.

If by changing your name you mean taking on your husband's last name, then you should've done it after you got married to avoid all the hassle. You can still do it but you will now have to call the USCIS to find out what you need to do in order to have your green card with your married name. Same goes for any other document or accounts you many have with other entities, such as Social Security, Drivers License, credit cards, etc.

It would not have cause any delay. You just have to use the married name on the forms.

A legal name change is normally done maybe at your county courthouse by filing a legal document. I believe you should look at state websites to see the procedures for your state of residence, as I don't think it's a federal government issue.
