Bystanders do nothing as 78-year-old lies in road

Police released chilling surveillance of a hit-and-run accident in hopes of catching the unidientified driver who ran down a 78-year-old pedestrian, paralysing him, and to show the callousness of bystanders who did nothing to help.

The gripping images show the violent May 30 accident in Hartford, Connecticut and bystanders' apparent lack of sympathy. No one rushes to Angel Arce Torres' aid, and no one bothers to stop traffic as Torres lays motionless in the street.

In the images Torres walks in the two-way street at 5.45pm after buying milk at a local grocery. He is struck by a dark Honda that was chasing a tan Toyota. Both cars dart down a side street as Torres crumples to the pavement.

Several cars pass Torres as a few people stare from the footpath. Some approach Torres, but most stay put until a police cruiser responding to an unrelated call arrives.

Police suggested the video shows a city that has lost its moral compass.

"At the end of the day we've got to look at ourselves and understand that our moral values have now changed." Police Chief Daryl Roberts said. "We have no regard for each other."

Torres is paralysed and remains in critical condition in Hartford Hospital.

Yep its pretty terrible - and not the first time incident of this type that I've seen or heard about.

However to say that its the fault of a particular generation... :no:

I mean... how do you know that it was only (for example) 25-35 Y/O who drove by...?

It's true. It's pathetic.

I remember way back when in Canada on the news, some woman was walking with her little daughter down the street in broad daylight and another woman came running up to her and tried kid napping the daughter. The women kept yelling for help as she fought back to keep hold of her daughter's hand and everyone just kept on walking by....

That is no excuse. Every person is covered under the "Good Samaritan" clause, stating that in emergency situations any act in an effort to help a victim, whether it be CPR or dragging them to safety, cannot put that person in legal trouble, even if it did more harm than good... meaning they cannot sue

doing the wrong thing (not trained) also keeps people away. and to spend the $$$ and time to prove "Good Samaritan" takes effort. (that and many people don't know about the GS.

I'm less inclined to think that this kind of inaction is due to the fear of being sued. I think it does have something to do with changing attitudes as BY seems to suggest, but not so much of more apathetic youngsters as much as more general shift brought about by urban living.

i illinois, it is against the law not to assit, my nephew witnessed a fight and was arrested for not calling the police.,.he had a cellphone with him////
