I was the foreign citizen and applied for a new passport between the time of my NOA2 and my interview. I had no problems crossing the border or any problems with USCIS or at the consulate.

Hope that helps a bit!

Do you they issue you a new number everytime you receive a passport? I can't remember reading anyone denied a Visa based on a passport number.
