How closer to the interview can I-134 be dated?

hey guys sorry about all the questions it seems like everyday i have atleast one.

Here is my question:

my brother is gonna be the co-sponsor and he is in the military. Right now he is overseas, so can he still be a co-sponsor even though he is in the military and is currently overseas? And when can he have the I-134 prepared? And can he have it notarized overseas? We don't have an interview date yet but the consulate my fiancee goes thru schedules interviews in about a month from recieving the petition. there is no packet 4 in this consulate only packet 3 which includes the time and date of the interview. All your help will be appreciated. Thank you and god bless.

Our Timeline:

08/20/07-----Mailed I-129F to CSC

08/21/07-----Recieved at CSC

09/26/07-----NOA1

02/06/08-----Touched (RFE Trick) and approved the same day.

02/07/08-----NOA2 VIA Cris E-mail

02/11/08-----NOA2 Hard Copy Recieved

02/25/08-----Received at NVC

02/27/08-----Left NVC

03/03/08-----Received at Embassy

04/03/08-----Interview! APPROVED!!! YEA YEA YEAH

04/08/08-----VISA In Hand!!!! WOOOO HOOOO!!!

04/18/08-----She's finally coming home POA IAD!!!

It is really a consulate specific question, I suppose... Mine was a little over 5 mos. from signing to interview... YMMV

And when can he have the I-134 prepared? Having it done now should not be a problem seeing as the turnaround time at your consulate is quick.

And can he have it notarized overseas? Since your brother is overseas he needs to go to a US consular or immigration officer and then sign it (the instructions are on the 1st page of the I-134).

Military bases commonly have notarial services available too. I'd check on that before traveling to a US Consulate.
