This CIR bill will used unused visas form 1992 to 2013 on the first day of the first fiscal year begning after the date of enactment of this bill...which means FY2014.....

for reference,please read page no. 279 of this bill(S.744)....and share ur views

The Fiscal year in the US runs from October to September, right?

So if the bill is passed in May, June or July this year wouldn't the start of the first fiscal year be October 2013 and not October 2014?

if this bill is passed in june or july..then DOS will use unused visas in FY2014...which starts from october 2013 and the visa bulletin of october 2013 will publish in september 2013.....secondly,they are also going to change the family based catogery.....according to this bill,they will provide 40% of the worlwide visas to F4(brothers and sisters) which counts to be 90400...and these 90400 visas will effect immidately aftar the enactment of the bill..suppose,if this bill become law in june2013....so next month visa bulltein will publish according to the new law..which means that F4 have 90400 visas not 65000.......and then u will see a big big jump in the PD's........

Some members from Vnese forum with PD 22, 26 & 28Aug2002 have received IL. So F3 will move at least 3 weeks.

Everyone are excited and concerned about their priority dates in their respective categories...So, i would appreciate if you can keep this forum specifically to the F4 Visa Category Filers as such this category will no longer be existing after a while..
