K3 was approved, but received letter that CR-1 is being transferred to embassy

Good day guys! A little background info, I filed I-130 and I-129F to try my luck with K3. For some reason both go through (this was during the NVC mess) and I decided to go with the K3 since I couldn't login to CEAC with the I-130 case number. Fast forward to the present, my wife had her interview on July 30 and she was approved. Just today I received a letter in the mail from NVC saying that the CR-1 is being transferred to Manila US Embassy. It was addressed to my wife. The letter states:

Dear ******, This file is now being transferred from the NVC to the US Embassy or Consulate General where the beneficiary's interview will take place. Please be advised that further forms and/or fees may still be requested by the US Embassy/Consulate to complete the processing of this case. Any further inquiries should be directed to the assigned US Embassy or Consulate General.

Petitioner's Name: *****

Principal Applicant's Name: *****

Visa Category : CR1 conditional spouse of U.S. Citizen

Priority Date: 09MAR2015

US Embassy or Consulate : Manila, Philippines

The letter was dated Aug 6, which was approximately 1 week after the successful k3 interview. Thing is, for the I-130 I never sent in the AOS/IV packages or completed DS-260 so I'm sure they're not sending in a completed case to the embassy. Is this normal that they forward the I-130 to the embassy once the I-129F is approved? I was told that the I-130 needs to be at the USCIS so she can adjust her status once she's here. I took a picture of the letter and attached it below.

April 18, 2015: I-130 NOA2 hardcopy received in mail

April 22, 2015: Case was received by NVC

May 1, 2015: Case number assigned

May 4, 2015 : I-129F NOA2 received in mail

June 2, 2015 : Selected Agent Via Phone

June 16, 2015 : Paid AOS and IV Fees Via Mail

June 22, 2015 : Wife receives Appointment letter from Manila Embassy (I-129F)

*proceeding with K-3 Visa instead. Cannot wait for the NVC problems to resolve

June 23, 2015: Interview scheduled for July 30

July 9, 2015 : Medical Completed

July 30, 2015 : Interview Complete APPROVED!!

August 16, 2015 : Received Letter from NVC that I-130 is being expedited to Manila Embassy.

August 26, 2015 : Manila Embassy closes K3. Proceeding with CR1 again. New interview date September 16, 2015

September 16, 2015 : Interview Complete APPROVED!! ISSUED on same day. :dance:

September 23, 2015 : Visa in hand
September 29, 2015 : POE

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Update guys. I guess it's the first time it happened to anyone on here. Turns out they closed the K-3 even though the interview was completed and approved. They made us make an another appointment for the CR-1 @_@.
We didn't need another medical as it was still valid. And they expedited the I-130 from NVC. She just had to bring the I-864 with supporting documents to the interview. Everything went smooth and visa was issued right after the interview lol. I guess it was a blessing in disguise as the CR-1 is more superior compared to the K-3. Lesson learned, if you have the option for k-3 or ir1/cr1, do not attempt the k-3 LOL

You're all welcome! Hopefully in the future someone in a similar situation will stumble upon this post and steer clear of the K3 path LOL
