Re issued a K-1 visa?

Has any one experienced the re issuance of a K-1 visa?
If the k-1 visa holder went to the US and did not marry, went back to her home country, and will go to embassy they will re issue the visa, but has to pay the visa fee again and the 90 days still starts from the original entry into the US?

If a K-1 visa, valid for a single entry and a 6-month period, has already been used for admission into the United States and the alien fiancé(e) has returned abroad prior to the marriage, the consular officer may issue a new K visa, provided that the period of validity does not exceed the 90th day after the date of initial admission of the alien on the original K visa, provided the alien fiancé(e) pays a new application processing fee, and provided also that the petitioner and beneficiary still intend and are free to marry. The alien’s return to the United States and marriage to the petitioner must take place within 90 days from the date of the original admission into the United States in K status.

If there was some extreme emergency maybe but if they person just left because they had a tiff then no way.

The k-1 visa holder went back to the home country, to bury a family member, so anyone have any experience getting a new K-1 while still in the 90 day time?

An Update on this issue, The Embassy in Manila, issused a new visa, basically all the documents had to be presented again, so a whole new interview (ALL documents were neeed). They got their visa just in time with the delivery and flight they had less than 1 week to get married.
So in shorts it is possible,a new interivew, fees and all that need to be done again, and the 90 day requirement to get married started from the 1st time that K-1 entered in the US.
No questiones were asked why the I-1 went home,they did bring a new letter of intent from the US Citizen, along with ALL the same documents that were required at the 1st interivew. Medical was still valid so that did not need to be redone.
