At visa interview my fiancee was issued a pink slip

My fiancee went through her visa interview and answered everything truthfully and correct, there were about 15 questions. The CO was joking and smiles but in the end the CO kept all of the forms like the I-134 & etc and gave back to my fiancee her passport with all evidence of our relationship together, he did keep the photos of us and that was it. She was issued a pink slip that stated:

This office is unable to finish processing your immigrant visa at this time. Please supply the information indicated below:

It has a check mark on the part: Additional evidence of relationship- CO wrote More Photos and my fiancee was instructed to bring 5 more photos of us.

He also has a check mark on the box saying- Other- CO wrote "Petitioner to explain in detail WHY + SINCE when he has been residing with beneficiary's aunt"

My fiancee was instructed to bring this information in on Monday between 13:00 to 15:00

The form doesn't say 221(g) anywhere on it and it's a very basic form. We have a ton of supporting evidence of our relationship and we also provided pictures with her family about 5 and of course the pictures of me and my fiancee about 8 with a lot of engagement pictures. He said he doesn't want more engagement pics, he only wants pictures of us together. I know living with her aunt is a huge red flag at the consular level but it is what it is and we are sincere

We have prepared about 20 more photos of us together and the letter explaining why I live with her aunt of about 200 words. My fiancee asked if she will need to bring back anything else and the CO said only the photos and letter.

Why would the CO give all of the evidence back + the passport and say only bring 5 more photos + a letter? Can I have your opinion on whether this looks good or bad and if anyone has experienced this then please reply with your outcome.

What country is the beneficiary from? This will be helpful for your answers because some consulates are SUPER strict about stuff (i.e. some consulates really want to see phone logs while others couldn't care less)

I don't know much about the consulate in Phnom Penh, but giving her passport back is not usually a good sign. Asking for only five more pictures seems rather petty - probably just some check box they need to tick off on a form.

The biggie here seems to be the fact that you're living with her aunt. At most consulates in Southeast Asia that would be a huge red flag. An aunt cannot petition for a niece, so it's going to look to them like you've been persuaded to marry her in order to help her immigrate. I sure hope her aunt didn't also pay for your trip(s) to Cambodia, or act as your joint sponsor for the affidavit of support.

What exactly was the reason you wrote in the letter? How did you happen to know her aunt?

The letter states that I was commuting over 2 hours every day to and from work and I spoke with a friend at work about it and they eventually new someone who had a room for rent, which was her aunt. I also explained that I pondered the thought of moving out but I eventually decided to stay there because I feel closer to my fiancee this way. I consider her family as my family and I went into detail about the dates I moved in and my monthly rent $.

If I knew this to be a problem then I would have been living on my own for a long time now. Well, there's nothing I can do at this point in the process but if we do need to file a second petition then I'll definitely be living alone. It's in their hands now and I can only hope for the best.

They just approved her visa yesterday, she will go pick it up friday. I'm so happy now!

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Awesome news. Apparently they weren't overly suspicious, and just wanted an explanation. Congrats! :thumbs:
