I'm a little bit confused about what you are asking. You mention you will have the beneficiary send the DS-230 and you also mention you will send the DS-230 with all the documents?

Basically, you send in the DS-3032 - once that is accepted and AFTER you pay the fee online, they you can submit the DS-230 and the original documents (a certified copy from the government agency that issues them) that go with it. It does not matter who sends them, you or your wife/husband.

You can gain some speed, as well, if you are using the ONLINE PAYMENT PORTAL for NVC.

Regards to NVC:

You need to be careful to follow all the steps. One step at a time. NVC clearly states... DON'T submit anything before receiving instructions to do so. If you submit some things before they ask for it, it WILL result in a delay of processing.

HOWEVER, YES! You can prepare as many things possible ahead of time, so when you DO receive each specific instruction from NVC. You will already be prepared to respond (send things in) as soon as possible.

If you are sending documents by email, than of course... it will be a scanned copy of the original. This is acceptable ONLY if processing electronically (by email). But, your beneficiary MUST take and provide the originals and/or certified copies on the date of the interview at the embassy. (See the third link below regarding documents)

A follow up question to this thread.

I would like to have my beneficiary also sign and send me the DS-230 and the DS-3032 so I have them ready to go.

However my question is that I just got my NOA1 notice for the I130 and VJ says I will receive a decision on that possibly by July 2010.

So if my wife signs the DS-230 and the DS-3032 with today's date (March 29, 2010) - will that be a problem for the NVC? Of course I will not submit anything to the NVC now, but when they receive them it may look odd to receive documents dated so early compared to when the approval came.

Do they examine the date these documents were signed with scrutiny or will they accept them as long as they are original signatures and truthful dates.

Of course I could wait and ask my wife to send me the documents in May instead of today - but the same issue arises regarding the dates.

Any feedback would be great !

I had everything ready for the DS230 packet. The day our NOA2 came, I signed and dated the forms, put them in an envelope and sent it via TNT to my husband. He received them in 3 days. Which was more than enough time till the IV bill cleared.

A lot of people also sign it and send it over to the USC petitioner. The petitioner dates it and sends it out when the time comes.

You can just email the DS3032 from the beneficiary's email address. Follow the VJ template.

I am so glad I saw this post!! I am really upset because that is exactly what I want to do and the agency that is helping me to fill out papers (so I do them right) says I have to wait until NVC sends him the DS3032. I understand that first:

  • I need to be approved (I-130) and all documents are forwarded to NVC (I got NOA 1)
  • They will generate the choice of agent which my hubby will fill out and sign and send to me (by Chile express, ups overthere)
  • Make payment blah blah ( i know the steps)

All I want to do is fill out the DS-230 now, send it to him so he can sign it not date it and send it back to me. My question...Is she hesitant because the form is sent with a bar code? then I can understand but in everything I read at NVC it says the we can download the forms and fill out. Someone please advice if you know the answer to this.

I have police record~just needs to be translated

marriage certificate~ translated

birth certificate~translated Is there anything else I need from my husband that he should send me now?

I just want to be ready and save time, am I rushing? I am about to cry!! she really is refusing to do this and making me sign a paper saying they are not responsible if anything goes wrong if she does!! I mean the DS-230 form expires on 2/29/2012!! she says it may change.. I know I am ranting... sorry just frustrated!!!!!

After your I130 is approved, NVC will assign you a case number.

You will have to give your email address to an operator and you will receive the AOS/DS3032 in your inbox in about 3-4 days.

Pay the AOS bill and the beneficiary will email the DS3032. The VJ template is sufficient.

This should help you understand the NVC processing stage--

Pay attention, non-EP NVC noobs. Here's Christeen's time tested formula to get you through NVC in one piece alive:

Petitioner: Get NVC # + give operator your email IDs + receive AOS fee bill + pay 70$ online + wait to show paid + print cover sheet + send I-864 AOS with all documents and case # written on each page.

Beneficiary: Get NVC# + receive DS3032 + send DS3032+ DS3032 accepted + IV fee bill available to be paid + pay & wait to show paid + print IV cover sheet + mail DS230 package with all original/certified documents

= wait for case complete + wait for interview to be scheduled.

Suggestions:

1) Have the beneficiary mail SIGNED extra DS230s to you so that you have them handy in case something goes wrong. Or you get hit by a dreaded RFE.

2) If you just received your NOA2, THIS is the time to get your tax stuff and police certificates sorted out. Don't waste time on this.

3) Double check the PCC requirements in the regional forums as they are country specific.

4) Check the pinned STUPID RFEs thread in IR-1/CR-1 forum before sending in your packages.

5) Mail your DS230 package to your USC spouse as soon as you get your NOA2. That way he/she can overnight it to NVC as soon as the IV bill clears.

6) Get your taxes, employment letter, paystubs, PCCs, civil documents etc. while you wait for the NOA2.

Currently the # of business days NVC is taking:

3-4 days for NVC to receive your case and assign a case #.

3-4 days to receive emailed links after case # has been assigned and email addresses been given to NVC operator.

1-2 days for the AOS bill to show as PAID.

1-3 days for DS3032 to be accepted.

1-2 days for IV bill to be PAID.

8-10 days for case complete after all your documents have been sent in.

03/27/2009: Engaged in Ithaca, New York.
08/17/2009: Wedding in Calcutta, India.
