If you live in a flood plain or any other area that could be prone to flooding, and you don't carry flood insurance, then people shouldn't be expected to bail you out. Same goes with having good insurance in case of a tornado.
As far as disaster preparedness goes, it is absolutely your own fault if you don't stock up on any supplies, etc. when you know days in advance something is coming. Almost anyone with half a brain would tell you to keep some food/water stocked (at least several days worth) JUST IN CASE something were to happen as well.
