    I don't think it matters, but how is it possible you haven't had your interview scheduled yet? You've had a PD that's been current for awhile. 
     
    Also, unrelated and for those interested, USCIS has released more info on last years visa numbers. Check it out at below link:

    I have no idea how they calculated this number, but I found this on the National Immigration Forum. If these numbers are the correct ones than none of the above countries in previous post actually exceeded their limit:

    March Visa Bulletin is out and we got significant movement!
     
    Final Action date moved to Nov. 22nd 2015. That's almost two months forward from last visa bulletin.

    Its time we stop focusing on DR numbers. Most seem to suggest the numbers they are receiving are 'illegal', which I doubt is the case. Probably our math or understanding of the cap numbers is wrong. There are a miriad of reasons why things are sluggish, and we all know them. As one stated, these kinds of visas seldom exists for other countries, we are at their mercy, and it shows with the way they treat these FB visas. The law just needs to change for significant improvements to be seen. For now, Let's hope things ramp up soon.

    I see it as a positive because it should mean they have gotten through the Covid backlog, and that means we should start to see more steady movement. It also seems they are being very conservative with moving it forward. We will have a better idea in the coming months.

    Looking forward to the annual report. 
    On a somewhat similar situation, in FY 2022, India, China, Mexico received more than 25,620 combined visas (family + employment). Is it because they are exempt from this restriction?
    Hopefully DR is not exempt as well.

    We have to remember the monthly reports aren't accurate. There's a disclaimer because DR cannot get more visas than legally allowed. WE need to wait for the annual report which should be out soon to get a true idea.:

    I wanted to point out that Dominican Republic has always had a large portion of F2B. I looked up past few years before Covid and these were their F2B totals:
     
    2019: 8,195
    2018: 10,741 2017: 7,734 2016: 6,832 2015: 8,243   So this isn't something new that popped up recently, so theoretically that means DR is not the sole reason for no movement. I wish USCIS published the amount of applicants with PD before the final action date for F2B. That data point would be helpful.

    it doesn't matter if you are inside the US or outside the US. Same rules apply for when you get your green card. If you are inside the US, you can apply for EAD and AP once you are eligible to submit AOS - but that's the only difference.

    Legally USCIS cannot issue more visas to DR if they cross the 7%. These are the limits set by Congress. USCIS can't decide to not enforce these rules. 
     
    I was listening to the Charlie Oppenheim chat about the latest bulletin, and he thought the fact that F2B did not retrogress for the entire year is good news for forward movement in the next few months. This should mean that they've gotten through most or all of the backlog created by covid. I also saw a post in reddit of an F2B with PD of October 2016 having an interview scheduled.

    September Visa Bulletin out...no movement and no retrogression (so small positive).  No threat of future retrogression either.
