hi just an update I already received my CEMAR the one that I requested online, but I need to bring it back to PSA as my last name in brides name is misspelled instead of CELDRAN it became CELORAN, I don't know maybe it's just a typo error as my original marriage contract are all correct. I hesitate to send it to embassy with that wrong spelling of my last name.

CENOMAR (certificate of no marriage) = No Marriage on file
CEMAR (certificate of marriage) = Marriage on file
You show the CEMAR along with certified divorce decree which shows that you are no longer married, leaving you free to remarry. In the Philippines you would need to file a recognition of divorce not an annulment to have it recognized. But for immigration purposes the recognition of divorce is not needed. Just the CEMAR and divorce decree are needed. Remember you are filing for a US visa not a Philippines visa. US does not care if Philippines recognizes your divorce or not.

The CEMAR will list the marriage that you already told them about. You have shown them it was legally ended in Singapore. The CEMAR will not show any marriage that you have not already told them about. That is why they still want to see it. The two documents together show your marital history and current eligibility to remarry. Give them what they ask for you should be fine.
