Early Filing and 3-month Residency Requirement

You must have lived in the jurisdiction for 90 days before filing n-400 . So if you move there on Feb 4th you have to wait 90 days from that day to file . This 90 day rule has nothing to do with interview . It applies to filing n-400 application . Without the rule people move to centers with quicker processing time on a day notice -

you can port your EB2-NIW priority date to EB-1 as long as your Eb2 I-140 is approved Adjudicating criteria for Eb-2 NIW is far lower than Eb-1. So as a Canadian i wouldnt waste money in filing both Eb-1 and Eb-2 NIW unless you have too much cash to blow through
