I got my NOA1 on August 19, 2019 and on November 5, 2019 we received a mail saying our case has been transferred to the NBC and now the website has been updated again that our case has been transferred to another USCIS office. What does this mean?

Thank you for your reply. This seems to be a K-3 then that they are applying for. Which is more or less a dead process and rarely used. A K-3 I am not that well up on and hence the reason for my confusion.

I assume they are married and the filed the I-130. The instructions say once you receive an NO1 from the I-130 file for a K3 using the I-129f at no additional charge. Whichever processes first is the one they will issue.
