Hi!
I'm a bit confused with our situation and want to find out if there's someone with same "problem" or if can help. 
We just filed or I-130 petition and received, actually, 2 NOA. The first one with an access code to have an ELIS account. On this one we got an IOE receipt number... few days later we receive another NOA with the confirmaton of payment with the same Receipt number. 
When we try to track the Receipt number as we are not receiving e-mail updates, just says "Invalid receipt number". I have tried a million times and nothing. 
We called USCIS that was unable to find or case / petition and just asked to wait because sometimes it takes a while...
Does anyone have a IOE receipt for I-130? Is this normal?

I got an IOE number and got my NOA1 already. But worried about the next steps with the new technology.

Yeah, that's what I heard.. hopefully they'll fix it within the next few months. Good luck!

Folks, my PD is 29 April and I also have IOE receipt number and processing centre is Nebraska.  

I had an IOE. The experience with Uscis was great. We were approved in 2 months. Since March we are waiting for case number from NVC. This is being a nightmare as we are Reaching 4 months waiting just for a Case number. Until today I just know that NVC can't access our information as it's all electronic. 
Let's see... They are refining this process but this waiting it's a bit frustrating.

We didn't expedite. 
Now we are waiting to receive a Case number at NVC. 
They say they are getting used to process this type of petition so for now it's all I know.

So just as an update we just got our petitions approved! We received NOA 2 last week. 
You should be also fine as our receipt number still not appearing in case status.

Just wanted to update--we received the appointment letter via email today! This letter has full instructions and says to bring the documentation to the appointment, not to send it anywhere.
 
So the NVC was never involved. Like you said, the confirmation page had generic instructions that didn't apply to our case. Too bad that the initial email from the Consulate doesn't mention we should ignore instructions having to do with the NVC, that would have been helpful....
