I am NOT seeing and option to choose Agent. How do I go about filing DS-261 in CEAC? Or what is the process to change Agent? Been trying to reach agent at NVC by calling (603) 334-0700, no luck call just disconnects. After google search, I think I have come to right place for help. Please help!

DS-261 and the whole agent thing is done away with and not required now if you are submitting your docs on CEAC. So just move ahead with what you see on CEAC. Also, the whole process is pretty much without any postal mail (from you or the NVC/Dept. of State) - so that is a non-issue.

There sure is another fee - the USCIS immigrant fee, which you pay after the visa is issued. $220 each!

Are you saying - that your DOS case id starting with BMB is 15 characters long? Highly unlikely!
I think you are looking at the number on your visa with an extra “01” at the end. You should not add that. Just take the case id given by NVC.

We had to pay a $200 fee that you can either pay when you arrive to US or prepay online. This is so they get a Social Security card when they land I believe.
It's for the physical Green Card and to cover USCIS expenses, not for the Social Security card - which is free!

The interview date is only sent by email. FYI - Regular mail delivery in India has always been extremely reliable in my experience.

One would have to look at the notation printed at the bottom of the immigrant visa which cryptically refers to this digital version of the packet for the CBP.
If the OP can post the notation here then we can help.

Things are exclusively online on CEAC for the Mumbai consulate (assuming that's the US foreign post for you).
Did your husband actually mail the docs to NVC in February? If so, perhaps that might be an issue.

It took a good bunch of us 4 months to get the interview date after CC some others 2 months when generally it has taken under a month for Mumbai. So keep your fingers crossed!

Generally it takes the same time to review the newly uploaded documents.
Time to schedule varies from few days to few months based on the consulate you are interviewing at.

There was a glitch at NVC in the scheduling system when things turned online for Mumbai late Sept/early October hence the delay. There are several others in my CC timeframe who also got delayed. Things seem to be ok for petitioners after that timeframe.

No update at all... three months and counting since CC for Mumbai. NVC contractual customer service is totally powerless and uninformed. NVC leadership is in the dark as well with no mechanism to take notice of their customer's red flags. Trash is an understatement for their so-called customer "service"!

O & O - A few questions for you:
Did NVC start electronic processing of documents for Lagos in July/August 2018? Were your documents all uploaded on CEAC?
Do you know of others around your CC date that is also waiting for an interview date at Lagos?
Have you contacted your Congressperson's office about this unfair delay? If so, what was the result?

Good! Make sure to mention in your case to the Congressperson about these first two weeks of October as the red flag. I have done the same - the more NVC sees the probable scope of the issue better it would be to pass through their thick skin!

There are a bunch of us with a CC in the first two weeks of October for Mumbai consulate who are passed over. We have contacted the NVC supervisors (equally incompetent with no willingness to help) and our Congresspersons (just lately). This period of October coincides with the period that Mumbai/NVC switched to online processing of NVC documents and it suggests with a high probability towards the cause of this unfairness.
I would highly advise you contact your Congressperson and open an inquiry with NVC through them as well and escalate this.

My CC was Oct 11 and I know a few with Oct 1, Oct 12 and Sept 24 CC's for Mumbai still awaiting interviews

You mean those with October CC for Mumbai are receiving Feb interviews? I have not seen any with those criteria getting Feb Mumbai interviews.
Keep in mind - I am saying October CC, not October received at NVC.
Can you share the profiles of people if the above is true?
I have seen several with Nov/Dec CC's getting Jan Mumbai interviews

Just to cut to the chase: simply see what is said in the "Annotations" part of your printed visa, if it says "IV Docs in CCD" you just carry your visa, no paper docs to be given to you to hand over to CBP (at the port of entry).
Also, today, uploading docs in CEAC does not necessarily mean that the visa will be without a packet.
