    I believe because they file jointly it's recommended to have your mom fill out the I-864a. That's what I did...then you just need to show their proof of relationship (marriage certificate) & you have to provide proof of US citizenship & US domicile for both. So it's not a lot of extra paperwork to add. I also included their social security statements & pension statements.

    I was under J1 too. I didn't fulfill yet  my 2 years requirement and I'm waiting for an interview date (Already approved by NVC). On the DS 260 there is a place for explanation when you mark " haven't finished the 2 years " : I put I will make it by the time of the interview.  If my interview came sooner I will postpone it. It's simple. No reason to worry about it. You can submit your DS-260

    The embassy/consulate must have a USCIS field office or else it will be processed in the US.

    Filing without a USCIS office requires exceptional circumstances that meet the criteria outlined in the second link.

    Yes brasil has DCF available, I  just did my  case  starting on  July 2017, and ffinish  the hole process in october/2017.

    That's interesting sergojax, did you have an extreme circumstance? Because according to the website of the US embassy in Brazil, "Only in extreme emergencies, with prior approval of our Regional USCIS Office, can Petitions be filed at the Consulate General. "

    Good to know. We actually contacted the consulate and we were told we can go to the interview on Nov. 28th and if all goes well, they will issue our visa after the 30th.

    Since you live abroad, you file to the Chicago lockbox, as noted in the link above. Your mailing address is merely that - a place where you receive mail.
     
    Too bad DCF isn't available.

    In my opinion lol, I'm pretty new with all this, so I'm not 100% with my answer. Hopefully other member could answer soon or you can try calling USCIS Hotline
