After NOA 2,  and a short wait at NVC, it moves quick.

NVC sent an email with our case number today! Woohooo! That's super fast from received date of March 16! 

Going to get my fiancée to ring them today and to demand what’s going on 

Hoping the silence means we'll get a blast of approvals at once.. fingers crossed that's tomorrow!!!

Unfortunately, you are right. The second e-mail does not make it clear if one is being re-sent or not.
I think your only choice here is to keep calling USCIS till you can get a Tier II person that will agree to RESEND one back out to you, since they won't give you the details over the phone. Make it clear to them that an e-mail was sent to you on so and so date stating an RFE was sent to you on so and so date. But you have yet to receive it. Might have gotten lost in the mail. 
Hopefully they can agree and resend it.

Any advice? We contacted them several times about the elusive RFE and was told that nothing was sent out and that it was an internally RFE, now they’re trying to tell us that they actually sent something out and that we have a deadline. It has already been a month since the date that they sent it. 
The other screenshot shows information regarding the missing RFE but doesn’t actually tell us what’s happening, does this mean that they’re resending it? It’s not exactly helpful.

FINALLY GOT NVC CASE# AND EXPEDITE!!!! AHHHHHHHHHHHH! Only a few more weeks and the manontany of this waiting game is over!

Keep an eye for silent approvals! mine was dated March 14th.  Is there a thread of noa2 to nvc questions? thank you and keep hope your approvals are coming soon!!
