  1. It could also be a matter of simply the line being shorter  or longer at the consulate.

     

    In some countries the lines are so long, people have to wait for spots to open up to make an appointment at the consulate. In other words, interview dates are so far in the future, they are not even open in the reservation system; everything is booked solid.

    You did not need the I-134 with the petition. It is needed at the time of the consulate interview.

     

    You can try to find out from the consulate (this may be already in their instructions) how fresh the financial documents need to be. If it is not too big of a burden on you, up-to-date documents would certainly look better.

    Somebody needs to sponsor her between POE and the moment you marry, and also somebody needs to support her in case you get divorced or not marry at all.

  4. 1. Russian passports indeed get stamped with an exit stamp every time the holder leaves the country. For a while Russia border agents used to not care where you were going, but that changed recently. Be prepared to explain where you are going, and why, and also to show other passports.

     

    There is a whole other issue of mandatory registration of any other citizenships that Russian citizens may have. Which I do not know if they check or not at the border.

     

    2. The US authorities may ask you where you have been, but they do not require passport stamps from other countries.

     

    3. I do not think adding Turkey to the mix changes anything for you. You can go strait between US and Russia, just as well. US border agents do not care about your Russian passport, as a rule of thumb (unless you get pulled for secondary, then everything on you will be closely examined). Russian border agents now do care about your other passports (on exiting the country), but start with your Russian passport first, and do not fling any other documents until asked.

     

    P.S. You do not have a dual citizenship. You have two citizenships.

     

    P.S.S. The airlines may need to see all your passports; that is different from border agents.

     

    P.S.S.S. Why do you have different names? You may be required to show a document substantiating the name change (such as marriage certificate).

  5. The DS-160 needs to be filed after NOA2 and no more than six months and not less than three days before the interview.

     

    There is no need to file it way in advance. Filing just before scheduling the interview should be sufficient (one normally needs the DS-160 confirmation number to schedule).

     

    You can start working on the form earlier, and save your progress. Just login at least every 30 days, and re-save the application to prevent it from going away.

     

    Beneficiary is the one who files the application.

    Call for the number. Mine was also received on Monday the 8th, they assigned the number today, Wednesday the 10th.

  7. A $3.1 billion computer system is craziness. There is no way to justify spending that much.

     

    Besides, they are doing it wrong. Instead of trying to make a monolithic behemoth that handles everything, the system should be a heterogeneous interconnected mesh of simple services, where each does its own thing. In other words – do not reinvent the process – just take the established workflow and make it electronic, instead of paper-based.

     

    That is it; the simpler – the better.

    In your case, the consular officer probably recognized that all those names were just different spellings of the same name and did not bother investigating further.

     

    If those are in fact different names, additional paperwork is required. At the very least, if there is no other supporting documentation, bring an “Affidavit of One and the Same Person” with you to the interview.

    The police certificates also need to bear all the names applicants have used.

  11. I disagree. Different transliterations of the same name are not other names. Other names used are official names changed through marriage, court action, etc. You need to present a document for every name change.

     

    Consular sections are used to seeing variations of name transliteration. This should not raise concerns.

     

    The visa will be issued to the name that matches the travel document. I would make sure the DS-160 matches the passport, and schedule the interview in the name that matches the DS-160.

  12. Those are called passport style photos as they are the same size and style as photos used to apply for US passports.

     

    Those are not photos of passport photos. No relation to any passports whatsoever, do not need to look the same as passport photos; the name is unfortunate and confuses many people (especially since passport photos in other countries are not necessarily of the same size or style as US passport photos).

     

    The photos do need to be recent, and the i-129f instructions do call for glossy photos to be included with the application. Though I have never heard of anybody getting in trouble for not following that latter requirement.

     

    By the time the petition is approved and the beneficiary is ready to file for visa, you will probably need to take fresh photos again. Photos on the visa application should be taken within six months.

  13. Consider buying a one-way award ticket for the fiancee. So, indeed, use this time to stock-up on airline miles.

     

    This is a nice perk of award tickets - two one-ways both ways added together are priced the same as the corresponding round-trip. With any other type of airline ticket purchase round-trips are almost always cheaper.

     

    Aeroflot is fine. You should be able to buy Aeroflot tickets with Delta miles, but be prepared to hunt for dates and for low availability.
