Since you are leaving the airport, I'm assuming you have to tickets one from Kuwait to Phil and then Phil to USA, then you will have to attend CFO. If you are just laying over and you stay in the international terminal and not leave the secured area, no CFO needed.

It's fine. For scheduling purposes a K1 is considered and immigrant visa. They treat it as an immigrant visa although it's a non immigrant. It gets confusing sometimes.

What to do after NOA2 Approval? How to contact NVC? Click here for info - https://goo.gl/KggThF

If you cannot get NVC on the phone try this - https://secureforms.travel.state.gov/ask-nvc.php

I just got the MNL Case number today from NVC, the representative told me that they are sending the file electronically and physically to the US Embassy, US Embassy will only send Packet 3 as soon as they receive the Physical File. We all know that it takes awhile before they will receive the File from NVC.

Question is, can I start doing the medical and interview appointment as soon the status of our case change to READY from IN TRANSIT without receiving any email or packet 3 from the embassy?

    THANK YOU SO MUCH!

I could be wrong, but I think you have to have a wet signature. @Naes @John & Rose can you advise?

I'd say partially in this situation personally, but am never really sure when it crosses the line into "wholly" dependent and the instructions provide no real guidance here.

Thank you @geowrian It's the petitioners child.

i misunderstood the item 4 then. Then the child should be included.

but is it partially or fully? Because the custody is with the mother and he is only paying child support.

It’s my understanding that yes, he must list his child as a dependant, whether the child is listed as a dependant on his tax return or not. I learned that on this site from other users, and the reason given to me was because although the child may not currently be a dependant, circumstances can change.
  24. Thanks

I think this is above Naes. You might need to speak to an attorney.

It's really out of my expertise but,
i would say it should be listed as partially dependent.
