I do not know about your country but it was not needed in the Manila Embassy. It is needed for her CFO she will do as soon as she has her passports back

If the check has been cashed, you won't be getting your money back from USCIS. If it has not been cashed, then you can put a stop payment which would terminate the AOS petition.
 
Assuming the marriage has failed and unsalvageable, then if it were me, I would just buy the ticket for your wife with a credit card and pay it off when I can. That's just me, and I can sleep better knowing I did the right thing.

So we are on Administrative Processing since her approved interview...Go figure nothing easy for us LOL
She has gotten no calls or emails requesting more info so we are pretty sure we know the issue
Every step of the way her daughters medical has been the hold up. Kinda amazing as her daughter passed and Juvy had to do the Sputum culture test.
She was told after passing her interview they await her daughters medical. USEM even called for it to St Luke's LOL.  Juvy called a few days ago and St Luke's  said they sent the results on the 5th....well her interview was the 11th so we know we have a issue as USEM did not have it. gonna wait a few days then she will ask St Luke's to resend.
Time and effort my friends...OMG so long we wait hahaha....everything happens for a reason I guess
