  1. Yes, he can interview in VN. By the time he completes the DS-260, he will have returned to VN. NVC will assign the case to the consulate where he resides at that time. Even if NVS assigned it to Taiwan, the location can be changed.

Employment-Based Immigrant Visas (state.gov) "Once the NVC determines the file is complete with all the required documents, they schedule the applicant’s interview appointment. NVC then sends the file, containing the applicant’s petition and the documents listed above, to the U.S. Embassy or Consulate where the applicant will be interviewed for a visa."
