VOL has the best advice before jumping through un-needed hoops for something that wouldn't be accepted anyway. I think the Phil Post ID would be quickest and least expensive option for photo ID.

Have your girl call them or email and ask them what they will take.
If she gets an answer make sure she get the name (First, Last) of the person whom she talked to at CFO.
The have a facebook account (CFO) and email and I assume a phone number to call........

Sengledow got a reaction from Shauna&Wael in Start CR1 thinking to use Rapid visa. Are they good ?
I used filipinafianceevisa and they caught right away that I did not have the judges signature on my divorce decree. I never noticed Had to go to courthouse and get copy with the signature took 2 extra days instead of getting an RFE. Very pleased with their service

It so nice we have to pay US prices to see a doctor in Philippine, and then they can't figure out what a scar is.
Some of the doctors in SLEC need a throat punch...

Sengledow reacted to Greenbaum in Beginning Aug 17, 2015 Registration is Mandatory - No Exceptions per CFO
Beginning August 17, 2015 Monday, all Filipinos who hold an immigrant visa must reserve and register on-line before attending the Pre-Departure Orientation Seminar (PDOS) and the Peer Counseling Program (PCP) conducted by the CFO in Manila. The process can be completed using the Reservation and Registration (R&R) Online System which is accessible via CFO's reservation website.
Prior to this announcement it was a Pre-registration process and not monitored to be mandatory. Now, they are using stronger language that without the bar-code registration you will not be allowed in. Further details are here:

My fiance had a similar situation. SLEC will need a 'doctor's certificate' . We provide papers documenting her condition and her treatment which they seemed to accept but at the last minute said no not enough, need a doctor's certificate. Dr charged 500 pesos for the document. I havent seen it so not sure what it contains.
Better get this while youre there

I bet you are so frustrated. I had something similar happen to us when we were doing the NBI. We thought we had everything resolved two months before her interview so that she wouldn't have any problems and low and behold, wouldn't you know it. The main computer in the Manila offices of NBI did not show the update and so we had to wait for a 221(g) then fly back to Manila, after just being their 2 weeks earlier to show all the documentation to the NBI office in Manila (which is what we did 2 months prior in Mindanao just so we could avoid this) get her record updated and then returned back to USEM.
    So I feel your pain.
I can't say for sure what will happen but you may want to get on the phone and call SLEC (+63 2) 524-0478 (For follow-up inquiries & results of referrals, laboratory results, and others) and ask all your questions.
    I wish you luck.

Welcome to the Visa Process courteously of These United States. Hey, your working with government. Just a few days ago I posted this http://www.visajourney.com/forums/topic/552816-overseas-computer-sytems-experiencing-glitches-affecting-visas/. Some details as to what is slowing things down. Remember this.... lots of people are traveling for summer and there are thousands who are getting visa's.
You just have to have patience and not let these little things bother you. If you read other threads here on VJ yours is a "walk in the park". You DON'T want to walk a mile in their shoes.
Need any help my website below has detailed step by step instructions with links to forms and further information. It could help your travels through the visa process and beyond and make your life a little easier. Take a look link is in my signature below at the twisting arrow.
