It sounds like the victim was jaywalking and ignoring what the officer said....officer overreacted and will pay the price.

Insurance pays for something that might happen, it appears you have a situation which will happen.
B2 would be the right vise for obtaining medical treatment. The Consulate would need to see evidence of the need for treatment in the US and how it is going to be paid for.
US health care costs are very expensive and it could well be that similar treatment can be obtained elsewhere at a fraction of the cost.

If it was say the Teamsters speaking out against undocumented truck drivers from Cambodia would it be as big an issue?
What if the Klan wanted to hold a rally against clubbing seals (beating them to death with a club, not the ones that go out late and dance all night)?

I bet you can't. The reason being that it is always the mishandling of the weapon, either by an idiot, in the case of the linked thread, or a careless owner. The human element is the lethal part of the equation, not the firearm.
Alcohol, on the other hand, kills a lot of people, even when properly handled.

By your definition, this is indeed a sharp increase. Used to be days, if not weeks, between these flights, once the Russians restarted them. I'd have to check, but after the collapse of the Soviet Union, the Russians stopped these flights altogether for a number of years.

Honestly we do it all the time and so do they. There are incidents from 2012 where we intercepted them and escorted them out, remember the two stealth bombers earlier this year we flew into China airspace? Remember the US spy plane that crashed into a Chinese fighter plane in the early 2000's that they sent back to us in pieces?
This is nothing new, they just stepped up the number (which Putin has done twice before) to let us know they are not happy.. We have done the same to them and the Chinese..
