    Yes, I would report it.
Yes, I would report it. But I would be damn sure of my facts prior to reporting.

it might help if I explain how you package is prepared by USCIS for adjudication. When the package is received, it is put into a file folder with a two prong clip at the top (hole punched). So the adjudicator will thumb through your file by turning pages that are bound at the top. For this reason, it is best to submit everything attached to 8.5X11 paper. If you did submit some thing in envelopes, not worries but to make it easy for the reviewer, it is best to have everything the same size and organized.

I agree that the visa laws are federal but it is the option of each jurisdiction to determine the length of your stay. Once in Izhevsk, my visa was 6 months but when we went to register, I was only allowed 90 days. I was told I could go to another area but not stay in Izhevsk past 90 days.
I am familiar with the special regulations for certain places. I have been to Yakutia, one of those places with special regulations.
Nevertheless, I prefer not to continue this discussion. If you do not believe me, either call the minister in Amur region or just be happy you are always right. The one thing I have learned in Russia, things change in Russia. Just because there is a federal regulation, that does not always filter down to the locals or may be enforced differently.

I also agree with this. Leaving friends, family and culture is a huge step; coming to an unfamiliar place and being totally dependent on another person can not be ignored. Occasionally, we should step back and consider the loss for the person immigrating. Personally, I would be willing to immigrate; I will leave the decision to her as she is the one giving up so much to leave her home. As a US citizen, I can come back to USA anytime but it will be difficult for her to return to Russia during the initial processes.

I found out, his birthday is in November and born 1989, so he is 23. At my age, no way I would think of dating a lady that is 23, my children are older than that.
