We are the step of the NVC asking for our civil papers and the affidavit of support.
The Reciprocity Schedule website says

Issuing Authority: State Police (Fiscal a General del Estado)
Alternate Documents: If the state police record is unavailable, visa applicants must provide a federal record called a Carta de No Antecedentes Penales from the Direcci n General de Ejecuci n de Sanciones, Comisi n Nacional de Seguridad.
It is not clear if the CDMX is considered a "state" for the purpose of getting this certificate. The CDMX is a federal entity with its own fiscalia but technically it is not a "State".

For the federal police certificate
The instructions to get the Federal Police Certificate ask you to have a "Solicitud fundada y motivada, por las diferentes autoridades administrativas, judiciales, seguridad p blica y privada, as como, embajada y consulado o que resulte necesaria para ejercitar un derecho o cumplir un deber legalmente previsto, con la finalidad de emitir la Constancia de Antecedentes Penales."
If the US immigration is requesting this the Federal PC, I do not see how the US Gov will give me an official letter to request the Federal PC or how the mexican agency will accept it. I have not seen any post from this at this time in the filing. only at the time of the interview and everyone gets it in ciudad juarez.
Where do we get this letter ?
Do I use the I-797C Approval Notice ?
Can anyone confirm that using the one from https://noantecedentes.cdmx.gob.mx/ . has been accepted at the time of the NVC filing ?
