No experience with this, but given the options, I would do what it says on the letter (i.e. mail the response to the given address), and also upload the response on your USCIS account.

RFE notices give you limited time to respond so you have to have the documents there in time

understanding scanned papers are not always readable and if 1 is does not go thru correctly,  u take the chance of it not getting there within the time limit

 

keep copies of the notice and all you send and overnight it to the address with request for signed receipt
