We received an I-130 approval for my spouse after applying online.  Since the time of the original application she moved in to live with me in Germany.  I have not yet received an email from USCIS with instructions, but I am guessing soon they will send an interview appointment?   We did request consular processing on the online application and we did request Frankfurt Embassy on the application as well, even though her address was in Indonesia at the time, as this move was expected.  Should I still request a change of interview location immediately to the Frankfurt Embassy, or should I wait until we get the interview email or whatever comes next from USCIS?  Also, how do I send the request to change location?  Is that done through the online portal? Do I contact the Frankfurt Embassy? Or both? Thanks.

No need to . You will not receive anything else from USCIS.  The I-130 will move to NVC, where the petitioner and beneficiary will have to upload documentation as instructed by NVC.  When the beneficiary completes the DS-260, when all documents have been accepted/qualified, and when the case reaches the front of the queue, NVC will schedule the interview at the appropriate consulate based on the current physical address of the beneficiary as listed on the DS-260.   See the DOS web site for the process sequence.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Not exactly.  NVC will assign a case number and Embassy/Consulate as stated on the beneficiary's current address at the time the petition was filed.  They will ignore that the petition indicated Frankfort.  The petitioner needs to directly request the transfer through the pubic inquiry form, and provide any documentation needed for the transfer to be accepted.  Don't expect them to notice the DS260 address and change it on their own.  Nothing more from USCIS is correct though.  You should have an email from NVC soon.

Facts are cheap...knowing how to use them is precious...

NVC receives petition and will assign the case # starting with JAK for Indonesia as it says on those documents / no ds 260 at this point so it is not changes to Germany

Invoices for ds 260 and I 864 will be paid under JAK unless you change the embassy to Frankfort (FRN #)

 

You will need to change the location with NVC so case is assigned to the right embassy 

 

your mom also needs criminal report from home country which she should have gotten before leaving

OK.  Thanks.  I thought they pay more attention to the DS-260.

@RABBITDANCE, the real expert has corrected me.  I would send a request to NVC to request the interview be set at the correct consulate.

Case number for Jakarta will be assigned first thing.  It requires action to change it.

Do you believe the adjudicator officer has changed the consular processing location since the OP requested an update to the consular location?

If I understand correctly then I will wait to receive a case number from NVC and expect that it will be a Jakarta case number as that is her home country. Then, BEORE completing the paperwork and BEFORE paying I should put in a request of change of location somehow through the NVC communication portal along with documentation, NOT through the USCIS portal at this time.  Documentation might include evidence she lives in Germany now.  I suppose her SOFA card would be evidence she is in Germany, but doesn't absolutely prove it so I'll have to think on what else can be used.  Please let me know if I'm understanding.

Correct but you do not need to delay paying fees or anything else.  The change can happen in the background.  Not sure what evidence you have or what a SOFA card is but you probably have what is needed.  Guessing the SOFA card is enough, as it is in lieu of a visa.  Perhaps she also has a visa or at least an entry stamp to go with the SOFA card.

many have found it hard to change addresses but this will depend on the answer to question 62 c

No, it doesn't. It's natural to think that, but all experience indicates NVC assigns the case based on the current residence address on the I-130 with no regard whatsoever to the Consulate Requested.  The clear reason, from experience, is that they don't yet have any justification (evidence or residence or citizenship) to send to a Consulate in a country where the applicant does not live.
