After a month waiting of stand-alone I130 consular filing, with a PD of 9/15, we got approved last night. We had a severe case to expedite and it was approved. 
 

I am checking the case status and the case is still open even though we have the receipt of notice of approval. I read online that after that, the case status will be “forwarded to NVC”, and then get a welcome letter sometimes. 
 

My plan is to send an expedite request to the provided email providing the same proofs and mentioning to them that USCIS approved our expedite request. 
 

I am just not sure if there is a time or stage I should wait or if I can just go ahead?

Right away. Go through NVC expedite email, include your ioe reciept and attach copy of the expedite approval. They will aknowledge, the  case number will created, and  they will inquire with embassy. Once they get green light from the embassy, they will forward the case directly there, and you can start uploading everything through ceac still, and send hard copies to beneficiary.  At that point everything will be done through embassy. You will have to have the DOS case number in order to request an expedite.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
