True but it makes the candidate be under the impression we can only go to those places that will be compliant.

They'd have to advetise all mom and pop shops to not discriminate against them. Tehcnically you can take photos anywhere as long as they meet requirements.

Because Walgreens and CVS are not passport acceptance agencies.

No, it does not.  https://iafdb.travel.state.gov/ is a search engine for places you can submit a passport application.  CVS and Walgreens are just for photos.

I went with FedEx $14.95 plus tax. I was satisfied. Per my lawyer this will be for certificate of naturalization. I will have to take more when it comes time to apply for passport.

USCIS used my wife's last biometric photo (which THEY took in 2019) for her Naturalization Certificate issued in January 2023.  I have never seen a provision for submitting your own photos for the certificate. Good luck.

Mine was taken for biometric in 2018 for AOS. I am filing on 5 years. Is that why my recent photo I took will be used for Certificate of Naturalization?
