Certainly not an obvious case for a Tourist Visa, has he tried?

I was more concerned if he had what he may have put on his application so this looks cleaner.

Yeah Pakistan is an interesting place.   Would have been easier to fall in love with someone from a different country for sure. I am going to start putting evidence and the application together. We will get married in October and file after that. It is at least worth trying.

Then plan on visiting as much as possible after filing so your spouse can have even more evidence of a bonafide relationship at the time of the interview.

Long process sooner you file the better.
