Quick question about police certificates from EU countries:

A friend of mine is the applicant and he is currently preparing his civil documents for NVC.

The country where he lives right now (Finland) provided him with the police report, and it includes information from all the EU countries and England where he resided in the past, with information about the issuing authorities.

Is that document going to be sufficient or does he need a police certificate from each of the countries?

He needs a police certificate from each country he resided in for a long period, following the format and issued by the government agency specified on the DOS Reciprocity site.  For example, the only acceptable police certificate from the UK is from ACRO -- https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/UnitedKingdom.html
