They need the passport to put the visa in.

For UK domestic flights
If you are flying solely within the UK, including Northern Ireland, you do not need a passport but we advise that you carry photographic identification with you when travelling, such as your passport or driving licence. This may be requested at certain points in your journey. Children under the age of 16 years do not require identification to travel within the UK.

@Level-With-Me I'd echo what Boiler said above, here it is on the Jersey governement site: https://www.gov.je/Travel/InformationAdvice/Visitors/pages/visapassportrequirements.aspx#anchor-1

On arrival in Jersey from the UK, Isle of Man or Guernsey you don't need to carry a passport. However, you're required to carry some form of recognised photographic identification as Jersey Customs and Immigration Officers may need to confirm your identity and nationality and evidence of your immigration permission.

The Jersey Customs and Immigration Service will accept whichever form of photographic identification that is accepted by your airline or ferry company for security purposes.

He has time, so I'd recommend getting an photo ID card (maybe a PASS card, but I'm not 100% sure).
