Can one still travel to USA on an existing tourist visa while their I-130 is pending?

My mother has a tourist visa that expires on 2023 January. I have also filed for her green card through i130 but its slow and status says "Currently actively reviewing". Is it pssible to bring my mother to USA while her I130 is pending? Would it be a problem at the port of entry? I am worried they will ask about her intention. She has traveled before to USA 2018 and has not overstayed during her visit.

What do you mean by bring? Visit?
