Administrative Processing for a month, Delivery Information Empty

Timeline

Hello guys, please any help will be grateful. I went for my interview August 25th, VO said he needed more time to process my case, took my passport, Scholarship letter and I-20 and gave a white paper with no documents requested. After 5 days first update came, on the 2nd of this month too another update came on CEAC. Since then there's been no update. My profile on USdocs too shows Document delivery Information, I don't know what's going on but CEAC still says refused. Any idea what's going on, and is there any possibility of getting my visa issued.

the term Refused is not as we perceive it 

Refused is what CEAC site posts while the case goes they AP (Administrative process ) after an interview

you need to have patience and let the AP and any additional security checks play out thru the system 

What semister do u plan to start studies as schools and colleges here have begun?
