Changing Interview Location

I'm in the process of immigrating to the US on a spouse visa. My home country isn't doing Interviews. My case is currently with the NVC. I'm looking to change my interview location to either Juarez or Montreal. I am currently in Mexico on a tourist visa. From what I understand Juarez has a huge waiting list for interviews. I also qualify for a Canadian work permit. Does anyone know how long the waitlist is for Montreal? And how long is the waitlist for Juarez?

Where do you currently reside?  Normally, you can interview either where you currently reside or your country of citizenship.

Plus, if one’s home country isn’t doing interviews (like Russia, Iran, Venezuela for example, it’s not so uncommon) they assign you to a consulate that is.

Yes, my home country isn't doing interviews. So I'm looking to get it changed to Montreal or Juarez. Wondering which one has the shortest approximate wait time for an interview so I can make a decision.
