She can... but be aware if Sweden is put as her current address they might schedule her for an interview in Sweden after she has left. 

Currently I129F approvals are taking about 10.5-13.5 months. 

If she leaves Sweden before her case reaches the consulate you will have to transfer her case to Manila. 

 

If you have met already I would consider filing the petition ASAP. She might then be able to interview in Sweden (if she is living there when the petition is approved). Manila has a bit of a backlog when it comes to K1s so you'll probably want her to interview in Sweden.

so do you know if she gets approved while she is still in Sweden, will she be able to come back to Philippines to say farewell to her family? sorry it's is a dumb question but I'm learning alot about all this still.

Yes, if she gets approved in Sweden (visa in hand) she can go back to the Philippines to say goodbye to her family. 

But, if she visits home before her interview she might have to take an up to date PCC (police check) to her interview.

Either way, K1s are taking a long time these days so you want to get your petition on file ASAP.

Also keep in mind if she goes back to Philippines with the visa in her passport she will need to schedule and complete the CFO class in the Philippines and get her sticker to leave the Philippines.

so she would have to complete the cfo only if she gets approved in Sweden correct?  what is the cfo?

No. Only if she's leaving the Philippines with a visa. 

 

If she gets visa in Sweden and leaves to US from Sweden then no CFO required. 

 

If she gets visa in Philippines or gets visa elsewhere and travels to Philippines before coming to the US she will need CFO sticker before being allowed to board in Philippines.  

 

CFO is Commission for Filipinos overseas. It's a counseling session required for Filipinos working or immigrating overseas. There's separate sessions for workers, K1 / CR1 spouses and for Parents / others.

Slow down breathe you are getting way way ahead of yourself. I would suggest a through reading of the K1 guides here on VJ, CFO is way way down the road and there is more than enough time to learn about that. Like what was pointed out to you get your K1 in the system now provided you meet all the requirements.

okay that makes much more sense. I'm wondering if she can even file in Sweden because she is coming to Sweden on a student visa, so I don't think she will have permanent residency until it turns to a work visa, which will be after at least a year. Do you know if she is there on a student visa, will she have residency and she can apply from Sweden instead of Philippines? I'm hoping that's the case because Manila is taking so long lately.

As long as she is has some type of legal residency in Sweden she is allowed to interview in Sweden. 

Student visas are okay. Work visas are okay.
