Based on the math (10-6) it seems like she has over 6 months of validity  left on the lost green card.  So she can file N-400 without filing for a replacement

You can absolutely file for N-400 without replacing the card, even if card is long expired..and even if you don’t have a copy of it. All u need is her A#.
