We are having my fiancée's and her kids passports/visas shipped to SM premier. How long should we expect to wait before picking them up?

Also she already had CFO telecounseling and was instructed to send copy of visa once received. They also said it would take up to two weeks to get the certificates. Is this accurate?

The CFO counselor can send temporary e-certificates by e-mail just as soon as they want to.  Usually upon the completion of whatever they say to complete.  We got them in like 15 minutes or so.  The temporary certs get them past exit immigration and therefor serve their purpose.  The actual real certificates they are supposed to get are elusive and only occasionally seen.  We paid to have them sent months ago and no sign of them yet.  Every once and a while you here of someone receiving them so it is confirmed that they do actually exist.

So she can receive e-cert instead? That is what I thought too. So I don't know why they told my fiancée it would be at least two weeks.

It may also depend on the payment method.  I, and IIRC @top_secret as well, paid online via credit card through the payment link emailed by the CFO counselor.  As soon as the online payment was posted, the temporary e-certificate was generated and emailed to me.  So I got the e-cert within minutes of payment.  Other payment methods may take longer to get to the CFO's system.

Note that it did take the counselor 4 days (including a weekend) to send me the payment link after I emailed a scan of my visa.  That delay could also be factored in to the estimate given to your fiancee.

Yes, around Php 500.  Cost varies slightly, depending on the payment method.  The credit card online payment facility charged a small processing fee.

good to know.  and they can email the certification for her to just print out?  at this point we are just waiting for her passport to be returned.

Yes.  After the payment is posted, she will get an email with the temporary certificate as a PDF attachment.  The BI officer at the airport will be fine with the printed copy.

Tagging @top_secret again for actual experience with CFO certificate for minors.

Yea, pay again.  The child signs up from the PDOS (pink) link rather than the GCP (blue) link that the mother uses.  We had to create a unique e-mail account for the child to sign up for CFO.  We couldn't do it with her mom's e-mail address.  The child was handled completely separately from mom.  But it was quite simple for her and no "counseling session".  Just a few back and forth e-mails with the counselor in real time with copies of the visas, passports and birth certificates.  looking at the e-mails, the whole process for the child only took about an hour from signing up, being e-mailed by the counselor, replying with requested documents, receiving payment link, paying, and receiving  the temporary e-certificate.  Total cost was P517 (each).

Here's the e-mail with the requirements they sent for the child.

Dear CFO Client,

You have just created an account with CFO-OFCORS for PDOS. Please send the digital copies of the following registration requirements for checking/verification at esamonte.cfo@gmail.com:

1. Valid Passport;
2. Valid Visa or Visa Grant Notice;
3. Valid ID;
4. Confirmation of Permanent Residence (COPR for Canada-bound migrants); and
   - Contract (for EB3 visa).
   - Visa grant notice (page showing visa class for NZ and Australia bound migrants).
5. Additional requirements for Minor registration (12 and below).
   - birth certificate; and
   - biological parent's valid ID.
   - If not biological parents, submit SPA/notarized authorization letter of proxy other than the biological parents, and proxy's valid ID with photo and signature.

Proxies who are NOT the legal/natural/biological adoptive parent registering children 12 years old and below will have to send the digital copies for verification of the following additional requirements:

1. One (1) original valid identification card with photograph of the proxy; and
2. Duly notarized authorization letter executed by parent/s or guardian/s, issued in the Philippines or overseas.

CFO Officers will go over your documents which can take a few days to process. We will update your verification status thru another e-mail.

Important Reminders:

1. You need to complete the OF-CORS online registration prior to paying the registration and courier service fees. Carefully follow the procedure and input the correct information when you register to avoid unnecessary delay of the issuance of your temporary and original certificate and/or sticker.

2. You can't change your delivery details after paying for the CFO-OFCORS for PDOS registration and courier service fees so please use the permanent and correct address.

3. Immediately after completion of CFO-OFCORS for PDOS registration, pay your registration and courier fees and submit your proof of payment/deposit slip, and valid passport at ofcors.payment@cfo.gov.ph.
