Which service centers handle form I-751, and at what point does it get transferred to the local USCIS office? And how much of a role do the service center and local office play?

Local offices do not handle ROC.

I-751 is handled at the California, Nebraska, Vermont or Texas Service Centers, and cases are assigned based on the applicant's address.

I751 only goes to the local USCIS field office if an interview is required to adjudicate your i751. If no interview is required by USCIS then the service center handles the i751 case.

Cases sent directly to the national benefit center typically go to the local office for an interview and final processing.
