The document screener was just doing her job.  If your mother did not have supporting documents for her late-registered birth certificate, she likely would have received a 221g letter from the consul officer and her visa case would have been temporarily refused.

Immigrant visas typically have the annotation "IV DOCS IN CCD" now.  That means the immigrant case files will be sent to DHS electronically.  USEM's instructions for the new immigrant would be sent via email to the visa holder and their petitioner.  So the delivery package would really have only the passport with visa.

Hi,

My moms birth was also late registered. May I know what are the supporting documents you showed during interview? Thanks

Yes. Just disregard that email. NVC auto generates that since they will forward your case to US Embassy for interview scheduling.

I booked the parents interview online after CEAC showed ready.  I was a bit hesitant as the ultradocs site had a pop up that seemed to state not to use it for that, but it did have the correct selections for IR5 visas and we did get the email back of the scheduled interview from ultradocs.  When I booked there were only 8 slots on Jan 22nd and 4 on Jan 24th showing as open.

I had previously requested help from our congressman while waiting on the expedite and hadn't received anything back from them until yesterday, then got the below message when the Manila Embassy person responded to them saying you can book online.

Thank you for your December 10, 2021 inquiry on behalf of your constituent Ms. M. S. concerning the immigrant visa cases of her parents, Mrs.  and Mr, XXXXXXXX.

Appointment scheduling for this visa class is now available on a limited basis through the U.S. Embassy’s Visa Information and Appointment Service Center.  Interview scheduling may be done online at https://www.ustraveldocs.com/ph/.  English- and Tagalog-speaking customer service agents are also available to provide assistance through the Embassy’s Visa Information and Appointment Service at telephone numbers (632) 7792-8988 or (632) 8548-8223.  The U.S. Embassy remains subject to a reduction in appointment slots due to limited staffing and resources, so expect delays in appointment availability.  The call center is open Monday through Friday, from 9:00 a.m. to 5:00 p.m. (Manila time), except on Philippine and U.S. holidays.  Callers in the United States should call (703) 520-2235 on its Eastern Standard Time equivalent of operation hours.

The applicants should follow all interview preparation instructions located on the Embassy’s website at  https://ph.usembassy.gov/visas/immigrant-visas/family-based-immigration/the-interview/.  The website identifies the required documents as well as procedures to follow prior to the interview date.

Applicants must have a valid medical exam and must be medically cleared for travel to the United States at the time of the visa interview.  The applicants may contact St. Luke’s Extension Clinic by telephone at (+632) 8524-6082, 8523-9736, 8521-0020, or at 8521-8647 with any questions they may have regarding the medical examination. They may also find additional information at slec.ph.

The U.S. Embassy in the Philippines continues to operate on limited staffing.  Please visit the Embassy’s website at https://ph.usembassy.gov/news-events/ for updates regarding consular services and operations.  They may also contact the Embassy directly using the contact form found on our website, https://ph.usembassy.gov/visas/contactus/.

The information regarding these visa cases is protected from disclosure under section 222(f) of the Immigration and Nationality Act (INA), 8 U.S.C. 1202(f), and in accordance with that law, may only be used for the “formulation, amendment, administration, or enforcement of the immigration, nationality, or other laws of the United States.”  Since you have inquired on behalf of the applicants, our disclosure to you of the above information from the visa records, which information could be made available to the visa applicants, is consistent with INA section 222(f), 8 U.S.C. 1202(f), and you may share this information with your constituent

So just FYI, I recently found out that we can schedule the medical as soon as we get the expedite approval even without IL. They do accept DS 260 at St Luke’s. The medical has 6 months expiration (from what I was told), at least this way, we are just waiting for the interview.
