Not sure if this is the right forum to ask but didn't see another that fit.  My friend's 17yo daughter has had a 10 year GC since she was 12 and is wanting to get her driving permit. After passing the written test she was told she would have to get her biometrics updated even though the card was still valid.  After research he found there was like a 6 month window it could have been done free when she turned 16 but since they had no idea they needed to do that, they didn't. So now they're having to go through the whole I-485 process again to get a DL. Is this correct?  Can anything be done to expedite it or reduce the cost?   Thanks.

Not the i485 but i90 that can be filed online. The form and biometrics fee have to be paid. Only if it was filed withing 30 days of her 14th b'day,  there would have been no fee for the form. So yes $455 mistake.

Right, I-90. That's crazy though. What would make someone just spontaneously say, my kid is 14, time to renew her GC that doesn't expire for another 8 years.

Update. So after getting the receipt for the I90 they went to a different DMV who didn't care about the receipt  at all and just wanted the GC and SS card.  She has her learners permit now and he's out $500 for bad advice. In a year she'll apply for citizenship and be done with it.
