The only reason I want to apply in another country is because they have available appointments, while in Germany there are not.

My old AP stuck B1/B2 visa was refused based on the email I got from Frankfurt consulate, so the only thing I can do now is to apply again .  I have no choice.. 

yes this looks desperate, and to be honest it is. I havent seen my family for 3 years now thanks to the previous travel ban and now the covid restrictions. 

Frankfurt is not the only consulate in germany... You can try berlin too for appointment . However, they already know about your AP and denial

Yup, pretty sure the ban will not be gone by then (which was the point I was trying to make)
