I-130 Approved, Submitted I-864, Now What?

My I-130 was approved at the end of May.    According to the help on this site, "A few weeks after you have received your last Notice of Action indicating the approval and forwarding of your I-130 application to the NVC, the NVC will send your relative a packet of forms that you and your relative must fill out before your relative can be given an interview date with a consulate abroad. The packet will likely contain instructions to fill out the DS-261 and DS-260 online forms, by the intending immigrant."    My wife in Ukraine has received nothing.   I just recently submitted my I-864 form, my IRS transcript and paid for everything on the NVC website as I was told to do in the email telling me about my I-130 approval.   Will my wife be sent this packet of forms, or does she submit everything on the NVC website like I did?   She is under the impression that she can't do what she needs to do until my I-864 is approved.   Thanks in advance for your reply.

When you pay the ds 260 fee and it shows as accepted and then paid thru NVC,,  she can follow the steps to fill out the form

Have you also paid the IV fee through CEAC?  After the IV fee is paid, your wife must submit the DS-260.  After that, submit the required civil documents.  Since you already have access to your case on CEAC, no need to wait for any other email to upload the required documents.  NVC review will only start some time after all fees are paid and all financial + civil documents have been uploaded to CEAC.

Yes, the IV fee was paid a month ago.   So, let me see if I understand what she must do.   First, download the DS-260 form.   Then, fill it out and scan it into a .pdf file.   Then, upload it on the NVC website.   After this, does she upload all the civil documents in .pdf files?   So, everything is being done on the NVC website and there will be no packet mailed to her like it says on this site?

No download.  DS-260 is a web form.  Just fill it out and click "Submit" at the end.  No need to wait for any email packet.

Or, is the DS-260 accessed on the CEAC website and sent after being filled out?

It also needs to be printed out to carry to interview, it is suggested to have multiple copies of everything printed out and carry with you in case something happens electronically

Make sure to print a couple copies of everything there is is case something happens with electronic file and carry with you.

when i uploaded everything not all of it got transferred with it to embassy, my wife had to upload a lot of it during interview to proceed on

Yes, bring the paper versions of the documents to the interview.  For the civil documents, bring originals or certified copies.
